The townhall ensemble builds two urban spaces: the civic hall defines the church square which appears as one entity now. The hall acts as a link and is directed towards the church. The administration building, a stretched building with flat gabled roof, is designed to appear more subtle.

At the rear side, a terraced civic garden is located whose concrete bands define the natural forecourt – a welcoming gesture towards the visitors. The civic hall is designed as an archetype: gabled roof, open framework and just four materials – oak, exposed concrete, bricks and zinc roof. A reference to the typology of the Low German Hallenhaus, a barn with large façade windows at the gable ends, which serves as a reliable workspace and is open to its surroundings. A vivid center for the citizens of Bissendorf and, at the same time, a solid frame for politics.
